With expertise in advocacy for special districts, we seek to provide local governments with public affairs and government relations solutions for all levels of government.
Cole Karr founded Karr Advocacy Strategies in June 2022 (restructured as Special District Strategies, L.L.C. in 2025) after more than three and half years working with California Special Districts Association. During this time, Cole assisted with the development of the National Special Districts Coalition's federal advocacy program and is a co-founder of the American Association of Special Districts. Through this in-depth experience, Cole understands how the "most local of local governments" operate, how to convey their issues, and how to effectively engage.
Special District Strategies, L.L.C., leadership understands how Congress really works. Prior to direct work with special districts, Cole worked on Capitol Hill and in district offices for three members of Congress. With background working field operations and coordinating communications for members of Congress representing Missouri and California, including a member of congressional leadership, Cole has a unique in-depth understanding of both congressional Hill and field operations.
